Do we need a warehouse, or can we report straight from the ERP?
Report straight from the ERP while everything you care about lives in it. You need a warehouse once you have to combine ERP with CRM, commerce or product data, or once reporting queries start slowing down the transactional system.
Which BI tool do you recommend?
Power BI if you are a Microsoft shop, since licensing and single sign-on are already solved. Metabase when you want something self-hosted and cheap that analysts can use directly. The tool matters far less than whether the underlying model is right.
